Generating license report for dependencies, to ensure
compliance.

Added CLI tool for checking the software license of
installed Python packages with pip.

How is the report generated ? It is not just added pip-licenses ,right?

Can you upload the report in the PR

Information on usages is present in previous PR .md files #31,
haven't yet attached report here - since PRs are per-component, and dependencies license report includes the entire virtual environment (all Python components).

Generating license report for dependencies, to ensure
compliance.

Added CLI tool for checking the software license of
installed Python packages with pip.

Testing Done: tests suite
